			<content:encoded><![CDATA[<p>An agreement has been reached between the TADL board and the PCL board, regarding the operational cost of the PCL.</p>
<p>As I had written before, the responsible management of the PCL resulted in a threatened loss of revenue sharing from the TADL system.  PCL, with an interest in ongoing service in the event of an emergency, had been building a capitol fund which triggered a reduction in the shared amount.  This often happens to departments which live within their means, and generally results in inefficient bureaucracies.<a href="http://jasongillman.com/wp-content/uploads/2010/06/librarysm.jpg"><img class="alignright size-medium wp-image-89" title="librarysm" src="http://jasongillman.com/wp-content/uploads/2010/06/librarysm-300x205.jpg" alt="" width="138" height="130" /></a></p>
